In my experience, I think there is a balance that must be found, for an organization to engage in maximum productivity.  Organizations that have no process or procedures, often add extra stress to projects and employees.  I have been a part of great organizations that completed successful projects, but their lack of process and procedures added stress that could have been alleviated
