To me a super important characteristic of an effective project manager is ownership. By this I mean, the project manager shouldn't be delegating every single task to someone. Mistakes on the project manager's behalf should be the PM's responsibility. Otherwise, people who throw work onto others and blame others for their mistakes won't last long in the professional world.
